An active user is anyone who has logged in at least once during the current billing period. Accounts that have been created but never used do not count against your active-user limit, which matters in EHS because you often provision accounts for a large frontline workforce up front, knowing only a portion will log in during any given period. This means you are not penalized for setting up everyone who might need access — you only pay for the people who actually engage with the platform. Lower paid tiers also offer a monthly billing option for teams that prefer the flexibility, while higher tiers and enterprise agreements are annual. On-premises and private-cloud deployments follow a separate commercial track that can be structured as an annual subscription or a perpetual licence, depending on how your organization prefers to capitalize the cost. You will never be cut off unexpectedly. Admins are notified as you approach a limit (at 80%) and again when you reach it (100%), giving you time to plan, and there is a grace buffer before any overage applies so a brief spike does not trigger charges.
